Introduction
   
In Delhi, organized Dairy Farms or colonies are developed by Govt. of Delhi or Municipal Corporation of Delhi & handed over to dairy farmers. These colonies have been running the Dairies for even last Twenty years, consisting of mixed communities such as Gujjar, Punjabi, Bania, Khatic, Naii, Mohammedan etc. Each of the family has been allotted a plot with a shelter for animals and free space for movement for the sustainable livelihood of these dairy keepers. There are at present around 103 such small shelters in Madanpur Khadar Dairy Farms, one of the colonies developed by Govt. of Delhi & handed over to dairy farmers.
   

Common problems of dairies:

On retrospective survey of these Dairies, JBF team came across with lots of practical problems and identified the causes of poor farm animal welfare practices and valuing it as commodities. Some of these have been listed below:

 

    1. WATER: No supply water from municipality is available in summer. Farmers have to buy water minimum @Rs.2/- per min. from the local suppliers. It is being supplied during the morning & evening only.
    2. FOOD: Very high cost on feeds as well as green fodders.
    3. SHELTERING: As the nos. of animals in one shed is more than the allotted space forcing animals to live in highly congested environment with discomfort in lying down and have to share the resting/sleeping time among them.
    4. CALVES: Dairies do not use to keep the calves except if the female calf is of good breed. Either calves were being sold or forced to live as a stray animal.
    5. INJURIES: Many injuries like injured udder, tail, horns, limbs etc are clearly visible in each sheds due to overpopulation of animals.
    6. DISEASE & TREATMENT: Although there is one Govt. hospital present near but hardly any vets are asked to attend an injured animal at the premises to minimize the cost of treatment. The keepers prefer to ask the compounders to attend the cases as they can save money. Besides it was also come to notice that lots of quackery treatments going on leading to more suffering of animals.
    7. STRESS: Animals were seen to be completely in stressful and fearful condition.
    8. COMMON PROBLEMS: Gait abnormalities, discomfort, slippery unhygienic floors, breeding, mastitis, hip dislocation, fracture etc.
    9. OXYTOCIN: Common practices although it is banned for misuse.
    10. WORKERS: It have been seen that there is low stockperson to animal ratio. Only one stockperson is handling 15-16 nos. of animals at a time which is stressful for both.
    11. SHELTERS/DAIRIES: It was also noticed that some dairies have been closed for some other commercial purposes like for rent, shop or for self residence.
    12. INSUFFICIENT KNOWLEDGE/TRAINING: Mostly because of illiteracy, they are unaware about welfare aspect, lack of trainings on husbandry system, management etc.
General profile of Dairy Keepers
   
It was found that there is a huge disparity among the dairy owners. Some of dairy owners have very low profile and some are very big stakeholders. On one hand some are running it for their livelihood and others for commercial purpose to make more money out of it. They treat the animals as commodities but not as sentient beings.
   
Interpretation
   

Ultimately JBF (INDIA) feels that there is complete lack of awareness among the masses of dairy keepers regarding the concept of Animal Welfare.

Thus JBF (INDIA) with its vision and mission wants to work for the welfare of these animals and help building a perspective society as the co-existence of human & animal is symbiotic.

   
HOW JBF WANTS TO DISSEMINATE ITS SERVICE
   

Goal :

As stated previously, the goal of these initiatives are to improve the health and welfare of animals and to reduce suffering through a progressive and sustainable improvement & also to help building a prospective society.

Objectives :

  • To create awareness among the dairy keepers/owners towards animal welfare for progressive & sustainable improvement through various means like posters, camps, lectures, door-to-door visit, audio-visual aids, leaflets etc.
  • To conduct awareness & sensitization camps and workshops on issues of occupational hazards.
  • To change the attitude of producers and to let them understand that welfare and improved conditions increases production and the product quality in this case the milk.
  • To provide veterinary service to the needy animals in suffering and distress

Action Programme:

To implement these objectives practically, JBF will assess different aspects of the farm that reflect the welfare of animal and ensure that welfare is good or bad. These aspects may be based on Animal-based measures, veterinary plan such as management & records measures, workers measures such as their skills and ability to work.

PHASES OF THE CAMPAIGN

First phase:

  • 100 Posters with a message of Cruelty to Animals in Hindi & English with photographic representations will be placed in and around the dairies & major locations of Delhi.
  • To mark the implementation & starting of the campaign, a press meet will be organized to create attention & involvement of the media.
  • Will communicate with the other organizations that have a common thinking in this mater & will try to clump with them for better productivity.
  • Will appoint an Education officer who will act as also as Assistant Campaign Manager & will be looking after the next phases of the campaign
  • Fund Raising for the Campaign

Second phase:

  • Door-to-door visit by the Education officer
  • One to one Interaction
  • Audio Visual aids
  • Leaflets

Third phase:

  • Camps
  • Workshops
  • Training sessions

Fourth phase:

  • Aid at Subsidized rate
    • Veterinary aid
    • Sheltering materials
    • Nutrition supplements

After this phase next step will be decided as per the practical situation of the campaign. Any addition or deletion in the phases will be done by the management without harming the goal & motive of the campaign.

What JBF needs to start & continue this campaign?

  • Sponsorship/Monetary contribution for posters
  • Sponsorship/Monetary contribution for the Media Campaign
  • Sponsorship/Monetary contribution for the salary, travel, office & other expenses of the Education officer
  • Sponsorship/Monetary contribution for Audio Visual aids like Laptops, Projectors etc
  • Cost for Leaflets printing
  • Expenses to conduct Camps, Workshops, Training sessions
  • Monetary & logistic aid to provide Veterinary services, Sheltering materials & Nutrition supplements at Subsidized rate
